To the capacity of the vehicle
This means if you have a party of 14 people you can get a stretch SUV that fits 14 people so the price of the limo comes out to $25 per person.
What if I have a party of 24, there's no vehicle that fits 24 people exactly???
You can split your party between 2 different vehicles. One that fits 10 people (a stretch limo) and another one which fits 14 people (a stretch SUV) and the price will still be $25 per person.
You are not limited to the $25 deal, you could always take a vehicle that fits more people that your party so you have more room. The price will be a little more per person though.
